    What is the black component for? Something to attach to a pole of some kind?

      Smoky, it's a two-part accessory. There's a triangular piece that can clip around the manual inflation tube on an inflatable life vest. It also includes a hook-and-loop strap that can be used to secure the triangular part to the light, or can be used by itself to attach the light to other parts of a PFD or other object.

      When I got mine it had a velcro strap instead of the black plastic
      component. From this and reading the product description I'm guessing it
      is a clip to attach it to your vest

      It is a velcro strap that attaches to the front of your PFD. That way the
      light will be visible when you are floating in the water.

      The black component is a velcro strap. I use it to attach the strobe to the
      top of my life jacket's shoulder strap. I want to be found, not the boat if
      seperated. No one plans an emergency so a strobe stored in a boat can be
      worthless if seperated.

      No, it doesn't. It comes with a strip of Velcro to strap it around your arm and it has a cord, but you will have to be careful not to drop it while you strap it on. I attach it to my vest with a small carabiner.
