      Yes it does. I have to pelican dry boxes
      I prefer the lighter color ones because by black one gets really hot in the sun.

      Though I have not had a chance to subject my two Pelican cases to the test, I can only assume they would float based solely on the fact that these cases are prominently used on white water rafting trips where the rafts are often capsized.

      A:

      I typically carry a camera and a small first aid kit in it and yes it still remains boyant. Obviously it will sink if loaded with more weight. I am unsure of its actual capacity/sinking ratio.-something I'm sure Pelican provide you with.

      It depends on the mass (i'm a science teacher) of the objects inside.
      nearly always it will float but if you end up taking out most of the
      foam to fit your camera etc inside, test it in the sink with the object
      in it. It is waterproof. If it can sink it can be secured to boat,
      raft or whathaveyou in a way it can't sink.
