No Dan, it doesn't. Our Rapid Rescuer Jacket, Item # 2149, has webbing loops for the NRS Leg Straps, # 2163, which are sold separately.

      Comments about Extrasport Pro-Creeker PFD:

This PFD zips and is easy to get on, but it runs large. I have it as tight as it will go and had tons of extra webbing everywhere. I would say it's more comparable to a small/medium size. The knife lash tab snapped the first time I put a knife on it. It's a design flaw in placement since I hit it with my paddle. A rescue vest without a knife is pretty worthless.

The plastic knife holder breaks too easy and is very difficult to attach a knife to, otherwise..awsome.
